The command line in Windows is not the most convenient. To access a file through it, specify the full path: "C:\Users\User\Desktop\Folder\bugfeature.txt".
By directly launching the command line from the desired location, you can not specify the path to the file, but immediately enter its name:
1. Open any folder.
2. Click on the line in Explorer that contains the path to the folder.
3. Delete everything.
4. Write "cmd".
5. Press "Enter".
The terminal will open and it will immediately contain the path before entering it. You can immediately write "bugfeature.txt"
